Charge for parking

When a parking charge exists for employees, the company is sending a powerful message that reinforces alternatives to drive alone commuting. There are still a few strategies to help further leverage your parking management.

  • Compare your parking rate with the average rate in your area
  • Give a discount to carpools and vanpools.
  • Offer a parking pass to employees who use an alternative to SOV commuting. The parking pass allows employees to park free one or two days each month when they need a verhicle for personal appointments.
  • Allow employees to use pre-tax income to purchase carpool/vanpool parking

Steps to implementing a preferential
HOV parking program:

  1. Work with employees, management and labor to determine the amount of parking charge that makes sense for your location and what the discount will be for HOVs (if any).  Determine what other program elements you will offer to offset the parking charge (e.g. a transit subsidy).

  2. Consider phasing in parking charge over a few years, for example, charge employees one third of the total cost in year one and increase by one third for the next two years.  

  3. Determine how employees will pay for parking.  Will your company be involved?  If so, can employees elect to have the cost deducted via payroll?   

  4. Begin communicating to employees early about the impending charge for parking; some employers have found that employees accept a parking charge more readily if they understand that it is part of the overall employee benefits package.  Most employees would rather accept a parking charge rather than a reduction in health care benefits.

  5. Communicate the new policy – and help employees find alternatives to driving alone to work – before implementing!
