Arraignment in 2003 Cold Case Homicide

State v. San Kouay Saeyang

Arraignment in 2003 Cold Case Homicide: Arraignment was held this morning for a man charged in connection with a fatal shooting in South Seattle in 2003. The defendant, San Saeyang, 30, was arraigned and pleaded not guilty to a charge of Murder in the Second Degree with a firearm enhancement. He is accused in the murder of 23-year-old Bounma Khammanivong on February 22, 2003. The victim was sitting in his van in the parking lot of an apartment building when the defendant allegedly approached the van and fired multiple times. Saeyang, a Seattle gang member, was charged with the murder on July 29. He was serving time in prison for robbery and burglary and was transferred to the King County Jail earlier this month. If convicted as charged, he faces a sentence range of 29 to 38 years in prison. The defendant’s bail is set at $1 million. A case setting hearing is scheduled for September 4 at 1 p.m. in courtroom 1201 of the King County Courthouse.
