Year 2008 docket summary

King County received 14 items on the docket that closed on September 30, 2008. Following is a summary of these docket requests.

  • There are six requests for commercial zoning within the Rural Town of Fall City. While these proposals are inconsistent with the KCCP and Fall City Subarea Plan, a recent amendment to the King County Code that allows nonresidential uses such as medical clinics, beauty parlors, and photographic studios in existing structures subject to a conditional use permit provides new options for these citizens. A seventh docket within Fall City specifically requested the Code amendment described above that was approved in 2008.
  • There is a request to amend the Urban Growth Area related to the amendment of an existing three party development agreement.
  • There is a request to rezone land within the Urban Growth Area to higher density that requires a KCCP land use map amendment.
  • There are three requests to rezone Rural land to allow higher density development.
  • There are two requests to rezone urban residential land to commercial.

8 The proposed rezone requires an amendment to the KCCP land use map. The property owners were informed a rezone to R-12 is possible without amending the KCCP land use map, and residential density incentives and transfer of development rights are tools that may help them achieve their goals.

9 The proposed rezone is inconsistent with KCCP policies, which guide the location of new industrial development in the Rural Area.

A request to include an amendment to the Urban Growth Are in the 2009 update of the King County Comprehensive Plan.

3 The proposal is anticipated by KCCP policy RP-303, which supports UGA changes in an annual KCCP update in conjunction with an amendment to an existing three party agreement, subject to acquisition of Transfer of Development Rights and protection of at least four times the amount of land added to the UGA. This item will be addressed in the 2009 update of the KCCP.

A request to rezone property from R-4 to Commercial.

1 This proposal would require amendment of the KCCP land use map from Urban Residential medium density 4-12 homes per acre to a commercial designation. The property is not within or adjacent to an existing commercial center. KCCP policies do not support new commercial designations outside of existing centers and require a subarea plan to expand existing centers.
