2.1 To establish uniform procedures for the Small Business Accelerator for solicitation and procurement of:
2.1.1 Tangible property in furtherance of Metropolitan Functions;
2.1.2 Technical and nonprofessional services for all departments, offices and agencies of King County government.
2.2 To establish a clear and concise contracting procedure for the Small Business Accelerator.
2.3 The County's intention is to learn from experience over the first year of implementing these new policies and procedures and then fine tune and amend the policies and procedures, as needed, at the outset of year two.
3.0 ORGANIZATIONS AFFECTED: All King County departments, offices and agencies of King County Government.

4.3 CON 7-12 (AEO) - Reform of Procurement and Contract Business Processes
5.1 "Certified Small Contractor or Supplier" means a business that has applied for participation in the King County Contracting Opportunities Program, and has been Certified as a Small Contractor or Supplier by the King County Business Development and Contract Compliance office.
5.2 "Metropolitan function" means a function or functions authorized by RCW 35.58.050, approved by the voters, and assumed by the County in accordance with RCW 36.56.010. In this context, Metropolitan Functions refers to King County Wastewater and Transit divisions.
5.3 "Small Business Accelerator" means a competitive procurement method that allows only Certified Small Contractors and Suppliers to compete for designated contracts.
6.1 Certified Small Contractors and Suppliers have equitable opportunities to participate in the performance of a specified category of contracts issued by King County.
6.2 The management and execution of the contract award process for all King County departments is the responsibility of the Procurement and Contract Services Section.

7.1 Establishes the Small Business Accelerator to permit only Certified Small Contractors and Suppliers to compete for designated contracts to enable the county to use these businesses as prime contractors.

7.2 Initiates the procurement process by submitting a request to the Procurement and Contract Services Section which includes a description of the goods, nonprofessional services, materials, and/or equipment to be purchased.
7.3 Completes and submits a Subcontracting Opportunities Analysis Worksheet (SOAW) to the Business Development and Contract Compliance office to determine the availability of Certified Small Contractors and Suppliers for the goods, nonprofessional services, materials, and/or equipment to be purchased.

7.4 Performs an analysis using information contained in the SOAW in consultation with the Requesting Agency to determine the availability of at least three or more Certified Small Contractors or Suppliers who are capable of meeting the contract specifications and have expressed an interest in providing the goods or services requested.

7.5 For goods or services valued at $25,000 or more including tax, the Procurement and Contract Services Section develops a formal written Invitation to Bid, or Request For Proposals including but not limited to the following specifications:
7.5.1 Description of the goods, supplies, nonprofessional services, materials, and/or equipment, including quantity.
7.5.2 Description of the type of procurement - purchase, lease, term, etc.
7.5.3 Date the supplies/services/or equipment must be delivered or available.
7.6 For all goods and services procured through the Small Business Accelerator, solicits bids or proposals only from Certified Small Contractors and Suppliers.
7.7 Records bid quotations and responses to invitations to bid and requests for proposals.
7.7.1 Reserves the right to cancel the procurement based on an insufficient number of qualified bidders to ensure the best price and/or value for the County.
7.8 Encourages the participation of Certified Small Contractors and Suppliers for goods and services procured through the Small Business Accelerator where their participation is required.

7.9 Determines when it is in the best interest of the County to designate contracts for procurement through the Small Business Accelerator as authorized in King County Code 4.19 and to solicit and award these contracts to Certified Small Contractors and Suppliers.
7.10 Approves contract award to the low, responsible bidder who is a Certified Small Contractor and Supplier.
8.1 Department directors are responsible for:
8.1.1 Ensuring that the procurement process is followed according to this administrative procedure.
8.1.2 Requesting department shall certify that adequate funds have been appropriated for a proposed procurement.
8.2 Procurement and Contract Services Section is responsible for:
8.2.1 Providing the services necessary for a centralized procurement process for all King County agencies as set forth in RCW 36.32.235, .245, .250 and .253.
8.2.2 Excluding from the Small Business Accelerator goods or services:
184.108.40.206 Valued at less than $25,000 including tax;
220.127.116.11 Assisted with federal funds;
18.104.22.168 Available only from a non-profit organization; and/or,
22.214.171.124 Goods and services for which an authorized waiver has been approved by the Finance and Business Operations Division Director to deviate from standard procurement procedures.
126.96.36.199 Goods procurements that are over $25,000 and do not involve a Metropolitan function.
8.3 The Procurement and Contract Services Manager is responsible for:
8.3.1 Assuring that bid awards through the Small Business Accelerator are carried out in accordance with to the King County Code and the Revised Code of Washington.
8.4 Business Development and Contract Compliance is responsible for:
8.4.1 Verifying that all firms participating in the Small Business Accelerator are certified by King County as a Small Contractor or Supplier.
8.4.2 Determining whether a business is eligible for certification as a King County Certified Small Contractor or Supplier.
