Your CTR survey

CTR-affected worksites must conduct a measure of employee commute behavior every two years to determine progress toward CTR goals. They are also required to conduct a baseline measure of employee commutes within 90 days of becoming affected by the CTR Law. The primary measurement tool is the state-provided CTR Employee Survey Questionnaire; it is available in two formats:

  • Paper survey  (click link for information and tools)
The survey measures employee commute behavior in two ways: vehicle miles traveled per employee (VMT) and drive alone (DA) rate for the employee population surveyed. In addition, the survey provides data on employee preferences for incentives and commute change, home zip codes and is useful in identifying areas for program improvement.

Training is offered regularly for the state provided survey process. Employers are also allowed to use pre-approved equivalent data instead of the survey.

    Usually you will be notified at least 45 days in advance of your survey period. You can contact your ETR to find out the survey schedule for your site. If you need an extension on the timing of your survey, please send a written request.

    1. Determine who you will survey.
    2. Select your survey method from the online or paper format.
    3. Complete and return a Survey Response Form.
    4. Distribute survey instrument to employees. There is a required 70% response rate on the state-provided survey.
    5. Collect completed surveys from employees if paper survey was conducted.
    6. To return paper surveys, call 206-684-4444 for courier pick-up. Remember to complete your Employer ID sheet and include it with your surveys.
    7. To close out an online survey, email Greg King at greg.king@kingcounty.gov.
    8. Review your survey results report when it is sent to you.
