Mandatory program elements
The following information about program elements must be included in the Employer Program Report:
  • Transportation Coordinator
    • Name
    • Location
    • Telephone number
  • Information distribution
    • At least once a year, at the time of hire, and continuously through a transportation information center
    • Include alternatives to single-occupancy vehicle (SOV) commuting
    • Include summary of program elements
    • Continuous distribution through a transportation information center
  • Additional program elements
    • Two elements of the employer’s choice: one from list A and one from list B
      • List A 
        • Preferential parking for carpools and vanpools
        • Financial incentives including, but not limited to subsidized bus passes, vanpool subsidies or a transportation allowance for non-SOV commuting
        • Alternative work schedules which eliminate work trips
        • Teleworking programs
        • Provision of vans for vanpooling
        • Participation in a transportation management association (TMA)
        • Imposition of parking charges for SOV commuters
      • List B
        • One additional element from list A
        • Provision of commuter ride-matching services
        • Permit use of employer’s vehicles for carpooling or vanpooling
        • Flexible work schedules
        • Work with transportation providers to add service to worksite
        • Construct special loading and unloading facilities for high-occupancy vehicle users
        • Secure bicycle parking facilities, lockers, changing areas and showers
        • Provision of parking incentives such as a rebate for employees who do not use parking facilities
        • Guaranteed ride home program
        • Special on-site promotions
        • Implement other measures designed to facilitate the use of high-occupancy vehicles
