Minor Rental Repair and Rehabilitation Service

Subject to the availability of funds, the Housing and Community Development Program (HCD) can provide an interest-free, deferred payment loan service for the repair and rehabilitation of rental housing units for owners of small for-profit rental housing projects. The service is designed to serve owners who lack access to affordable capital, in exchange for the maintenance of a portion of the units assisted as affordable.

Eligible owners are those who:

  • own an eligible for-profit housing project that has fewer than 12 rental housing units (or the number of units to be repaired does not exceed 11 units), and has no existing public funding in the project. If you own a housing project that is 12 units or larger (or wish to repair more than 11 units), and/or you own a non-profit publicly funded project, click here to go to information about our Major Repair/Rehabilitation Loan Program, which may only be accessed once per year through our annual housing funding round;
  • have an eligible housing project in King County outside the City of Seattle (some fund sources have further geographic limitations so you will need to discuss this with the Housing Finance Program staff);
  • submit all required documentation with the application (see table below).

Eligible housing projects:

  • are those in which at least 50% of the units that are to be repaired/rehabilitated are rented to households at or below 60% of area median income;
  • are permanent rental housing, transitional housing, single-room occupancy housing or group homes (excluded housing includes nursing homes, convalescent homes, hospitals, residential treatment facilities, correctional facilities, or student dormitories);
  • must preserve existing affordable housing or address health or safety hazards for households at risk of losing their homes, or both.

Eligible repair/rehabilitation activities include:

  • emergencies which render the units uninhabitable, are life threatening, or are a health concern, including indoor environmental emergencies such as mold and lead paint remediation;
  • major structural or mechanical system repairs;
  • access for persons with disabilities;
  • building preservation repairs;
  • energy conservation repairs.

HFP does not charge a fee for this service, but there may be fees incidental to the application, such as the cost of obtaining a credit report, and in some cases, the cost of an appraisal.

Owners may apply to this service at any time during the year, however, an award of funds may not be made if funds are not available. Please contact Karen Brawley at 206-263-9076 to start the application process.
