Fall 2009 Combined Request for Proposals (RFP) for Services, Operating Support, and Rental Assistance Approximately $12.65 million in funding for services, operating support, and rental assistance, and up to 168 Section 8 subsidies are available from seven public and private fund sources through this competitive RFP process. Sources include: - King County Department of Community and Human Services (DCHS) Homeless Housing and Services Fund (Document Recording Fees HB2163, 1359, and 2331): Up to $4.8 million for services, operating support, and rental assistance
- King County DCHS Mental Illness Drug Dependency Sales Tax Collections: Up to $4 million for services
- King County DCHS Veterans and Human Services Levy: Up to $1 million ($300,000 dedicated to veterans and their families and $700,000 for other homeless people in need) for services, operating support, and rental assistance
- King County Housing Authority: Up to 20 Family Unification Program (FUP) Section 8 rental subsidies
- Seattle Housing Authority: Up to 148 Project-based Section 8 rental subsidies
- United Way of King County Campaign to End Chronic Homelessness: Up to $1.6 million for services
- Washington Families Fund (WFF): Up to $1.25 million for services.
Funding is available for projects serving homeless individuals, families with children, and young adults 18 or older. Award commitments will be made for up to five years (WFF commitments may be up to 10-years). Application Due Date: Thursday, September 24, 2009 at 4:00 PM Pacific Daylight Time Electronic and paper "Master Copy" submittals are due to King County Housing and Community Development Program, Attn: Katy Miller by 4:00 PM on Thursday, September 24, 2009. Applications will not be accepted after this deadline. Application Materials:Please Note: We have an updated version of the Fall 2009 Budget Workbook (dated 9-18-09) attached above. We found a formula error on Form 5: Operating Pro Forma that has been corrected. The following changes were made to the budget forms: - A correction was made to the formula for "Annual Gross Tenant Payments" in the Operating Pro Forma: Budget Form 5
- The auto fill line "service expenses" was deleted from the expense side of the Operating Pro Forma: Form 5 (you do not need to show service revenue and expenses in the Operating Pro Forma)
- The first line of the Operating Subsidy worksheet was changed from Homeless Housing and Services Fund to read "This application," in order to be consistent with the other budget forms.
