This section contains information about the basic requirements of contracting with the King County Housing and Community Development Program (HCD), and contract forms that you can download.

Contracting with the HCD Program

The HCD Program contracts with entities for a variety products and services. We have capital contracts for affordable housing projects as well as for community facility and public infrastructure projects. We contract for homeless housing and services, such as emergency shelters and transitional housing, and we also contract for homelessness prevention services and other human services. These contracts are awarded through a variety of competitive processes, each with specific targets, requirements and constraints.

There are numerous requirements for contracting with King County HCD, including, but not limited to specific levels of insurance coverage, non-discrimination in hiring and delivery of services, provision of equal benefits to domestic partners, and accessibility for persons with disabilities. There may be additional requirements related to the source of funds, for example, funding provided by the federal government often brings with it many additional requirements.

If your organization is interested in responding to a Request for Proposal (RFP) for the HCD program, it is very important for you to understand the contracting and reporting requirements that will apply, and to analyze whether your organization will be able to meet them.
