About the Community Services Division

The King County Community Services Division (CSD) manages programs and services in the areas of affordable housing and community development, homeless housing and services, work training, veterans’ services, and a range of other community services such as older adult services, youth and family services, domestic violence and sexual assault services, and others.  Most of our services are regional and provided throughout King County, often in partnership with cities and other funders.

Our Mission

To work in partnership with communities and other funders to strengthen individuals and families, and improve the viability and livability of communities. We achieve this by developing, supporting, and providing prevention, intervention and community-based human services; decent, affordable housing; and other capital investments.

CSD provides regional leadership in housing and community development, through overseeing countywide housing and homeless services funding as well as through the planning and implementation of the King County Consortium’s Consolidated Housing and Community Development Plan.  CSD is also responsible for administering the region’s Veterans and Human Services Levy, through which the taxpayers of King County are contributing funds for a wide range of services for veterans, homeless individuals and families, and other vulnerable populations.

CSD is part of a network of work training providers, both for youth and adults. We manage one of the premier WorkSource sites in the county, located in Renton, with many partners including the State’s Employment Services Division.  We offer employment training and job placement for displaced workers, and for people exiting the criminal justice system.  In addition, we are proud of our youth training and education programs, including our nationally-recognized YouthSource program.

Finally, with local taxpayer funds, we are also able to support community organizations to provide services for survivors of sexual assault and domestic violence; for youth and families--especially services that help prevent involvement/recidivism in the juvenile justice system; and for older adults.

To accomplish all these goals, CSD is divided into three major program areas: the Housing and Community Development Program; the Work Training Program; and the Veterans and Community Services Programs.  CSD and its programs are supported by a Fiscal and Administrative Services unit.

In all of our programs, we seek to manage our resources wisely, with an eye to results.  We award contracts on a competitive basis, and have a small unit dedicated to measuring and evaluating our performance.  We prepare periodic “Dashboard Reports” to monitor our programs’ performance.  Learn more about the Dashboards
