Enhanced inspection program - Land useWhat is the enhanced inspection program?The enhanced inspection program offers Land Use Inspections applicants who agree to comply with established criteria throughout the construction phase of a project the assurance of the following level of service during the Punch List/Final Construction Approval phase of that project. - Punch lists: Issued within 45 calendar days of a valid** request
- Re-inspections/No approvals: Issued within 21 calendar days of a valid** request
- Final construction approvals: Issued within 7 calendar days after completing all punch list items.
**A valid punch list inspection request is one that is in compliance with DDES' Land Use Inspection Section Punch List Inspection Requirements (PDF*, 16KB). A re-inspection request will not be valid unless all punch list items have been addressed (except for concrete work, which should be the last item addressed).
DDES developed this program in collaboration with the Master Builders Association (external link) and King County Departments of Transportation (KCDOT) and Natural Resources and Parks (DNRP) to increase communication between all parties throughout the construction phase in order to reduce the time it takes to get a punch list of deficiencies at the end of a project. Through this program, DDES inspection staff work in close partnership with the applicant; projects are completed faster because construction occurs correctly the first time it is done. DDES will evaluate and grant access to the ehanced inspection program on a per project basis. Applicants who receive enhanced inspection on one project do not automatically have enhanced inspection on all their projects. Program criteriaEnhanced inspection applicants must agree to all of the following terms for the project. Failure to comply with any of the criteria at any stage of the project will remove the applicant from the enhanced inspection program for that project.

Applicant installation and maintenance requirementsThe applicant is required to install all necessary erosion and sedimentation control measures and maintain them throughout the construction period to ensure soil and other debris are not tracked onto roadways and sediment laden water does not enter natural or existing drainage systems on or off the site. |

Staffing requirementsThe applicant will employ staff in the following roles (when determined by King County, the same person may serve all or some of the required roles). - Construction Manager: The permit applicant’s representative who administers the construction contract for the applicant. The Construction Manager shall assume the duties of the Contracting Agency as defined by the WSDOT Standard Specifications.
- Project Engineer: The Construction Manager’s representative who directly supervises the contractor and quality assurance engineer, and has funding control over the contract. The Resident/Project Engineer is the initial point of contact between the contractor and DDES.
- Quality Assurance Engineer: The Project Engineer’s representative who inspects the contractor’s performance in detail, provides on-site sampling and testing, and obtains approval of material sources and material certifications.
- Certified Erosion and Sedimentation Control Lead (CESCL): A person who meets the requirements of BMP C160 (PDF*, 165KB): Certified Erosion and Sediment Control Lead (external link), Washington State Department of Ecology 2005 Stormwater Management Manual (external link) for Western Washington.
- Professional Engineer: A professional civil engineer registered and licensed to practice in the State of Washington is required when indicated by the King County Road Design and Construction Standards and/or the Surface Water Design Manual.

Documentation and inspection verificationThe applicant must voluntarily agree to - remove the activity from the DDES Financial Project Management program (for example, a fee estimate will not be provided). Refer to the DDES financial policies protocol for detailed information.
- comply with the requirements of chapter 9 of the current King County Road Design and Construction Standards (the 2007 KCRDCS at present), even if the project had been vested under an older standard.
- obtain a written verification from the DDES inspector prior to moving on to the next stage of construction. See Appendix A (PDF*, 33KB) for details.

Materials testing verification and documentationThe applicant shall document that all materials used on the construction site meet minimum plan requirements and standard specifications. All testing must be reviewed and approved by the applicant’s Quality Assurance Engineer and be provided to the DDES inspector for verification prior to moving on to the next phase. For example, trench and subgrade density tests shall be reviewed and approved by the Quality Assurance Engineer and verified by the DDES inspector prior to proof rolling and placing road surfacing materials. |

Critical inspection tasksInspection phases that have been verified by the DDES inspector shall not be construed as a final construction approval for that phase or item (see King County Road Standards Chapter 9, section 9.02 Inspection, as well as Appendix A, PDF*, 33KB).
