DDES preferred civil engineer consultant criteria

Criteria for determining civil engineers that are eligible to be listed as a "preferred consultant" for DDES is outlined below.

The Department of Development and Environmental Services (DDES) determines eligibility based on an individual's application of engineering skills in the area of drainage analysis, traffic analysis, floodplain analysis, erosion sediment control, and road standard design.

Because only individual engineers are eligible to be listed as preferred consultants, these criteria are not applied to companies, corporations, partnerships, or other business associations.

Criteria (consultant must meet the following):

  1. The consultant must be a civil engineer, as defined in 21A.06.398* of the King County Code (KCC).

  2. All analysis and reports submitted by the consultant must address and provide all relevant information with sufficient detail within two submittals - the initial submittal and one resubmittal to address staff comments. All analysis, reports and site plans submitted by the consultant to King County shall be substantially correct on submittal. Substantially correct means that errors, if any, are minor and do not affect the site plan or delay the review.

  3. Analysis and reports must be consistent with all applicable King County codes and regulations. These include, but are not limited to, the Surface Water Design Manual (SWDM), King County Road Standards (KCRS) and flood hazard requirements.

  4. A civil engineer consultant will be evaluated on the most recent three consecutive projects.

  5. A civil engineer consultant will be removed from the preferred civil engineer list if he or she fails to meet any of the listed criteria. A civil engineer consultant may be reinstated only by satisfying the initial eligibility requirements. The three qualifying reports must have been submitted after the Consultant was removed from the preferred list.
