Application procedures for Right of Way permit

To begin, please verify that the road you want a permit for is on a King County Right of Way by using Parcel Viewer or iMAP by using an address, parcel number or intersection.

After confirming the road is a King County Right of Way, you can fill out the appropriate form with 2 sets of plans and traffic control plans attached. An additional set will be necessary for project on bridges or within close proximity to shorelines.

Applicants with below conditions will need a Certificate of Conformance as a supplement to the standard application form:

  • Installation or Replacement of Pole
  • Installation of Guy Wire
  • Installation of Guy Pole (Not Needed if it is installation to an existing anchor)
  • Installation of Anchor
  • Installation of Anchor Pole

For New or Replacement Residential Service only, a Service Dig phone request could be issued immediately for telecommunication, gas, power, cable, and water service by calling (206) 296-7456 for franchised utility companies.

Right of Way Construction permits are obtained from the King County Real Estate Services Division to allow utility construction work by franchised utilities, telephone companies and Metro on County road rights-of-way. ROW Construction permits are available only to franchised utilities; individuals wishing to repair or replace water and electric service lines or side sewers in County road ROW must work through their local utility.
