Contract Management Executive Policy and Procedures Training

This training provides an introduction to King County's Executive core Construction Management Policies and Procedures. The objective is to relay the County's best business practices, define authority and responsibility, assign accountability, and ensure adequate controls for cost, schedules and documentation. This training is available to all King County PR's and Project Control Engineers.

Level of Effort and Contract Crosswalk Training

This class focuses on the basics of the Level of Effort (LOE) which is used on Architectural/Engineering and Professional Contracts. The LOE is an Excel workbook specifically designed to standardize how contract and amendment cost information is presented. This tool has locked formulas to ensure reliability and consistency of data. The class includes hands on demonstration of filling in the workbook, tips for printing, and other helpful uses such as estimating projects and tracking of cost changes during negotiations. King County Project Managers, Project Control Engineers and Consultants may attend.

Escalation Pool Management Training

The County offers training on its simple to use new automated standardized cost tracking spreadsheet tool. This tool is anticipated to primarily track management of the salary escalation pool in consultant contracts. Specific hands on training and written instructions will be provided. As a secondary benefit this new tool also provides a quick and easy means of tracking overall expenditures for the tasks in each contracts. Trainings on this tool are open to King County Project Manager, Project Control Engineers, and Consultants. Knowledge of Microsoft Excel as well as the County’s Level of Effort is helpful for this class. If you haven’t already, please take advantage of the Level of Effort training as well.

Profit Analysis Training

To standardize and make transparent the process under which profit is set for Consultant contracts a profit analysis tool was created along with written evaluation criteria. The measurements and general areas of evaluation are based upon a similar tool used by the State of Washington. However, the County’s criteria is much more definitive and includes measuring many elements which include but not limited to risk, complexity, public involvement, number of sub-consultants to supervise, etc. This training is available to teach King County PR’s and consultants on how to jointly use the tool. Profit analysis is completed by the IA PR and Consultant. Profit for all new contracts is reviewed by Cost/Price Analysts from the County’s central procurement and contracts section.
