What is the King County's Online Vendor Registration (OVR) system? |
|
The OVR system is part of the overall King County Solicitation Management System Process. The OVR system allows visitors to the County's Procurement website the ability to view and monitor contracting opportunities through personal online accounts. This is accomplished by either registering as a vendor or by anonymously viewing contracting opportunities as a "Guest".
The OVR system operates in a similar manner to other on-line registration websites. A user submits relevant company and contact information, including name, e-mail addresses and phone numbers, in order to register a new account. In addition, users may utilize the County’s National Institute of Government Purchasing (NIGP) commodity codes and descriptions to advise of the primary goods or services being provided.
Registered users can select options to receive e-mail notifications on County’s upcoming procurement solicitation opportunities. Registered vendors are also able to manage essential aspects of their participation on County solicitations, including receipt of issued addenda for solicitations for which they are registered as plan/document holders.

How do I Register as a vendor in OVR?  |

Go to http://www.kingcounty.gov/procurement/solicitations and click "Register Now". Direction (with screenshots)(979KB PDF) available in portable document format. King County’s OVR system is a two-step process:
STEP 1: Establishing the vendor's contact information and creating a username and password. The OVR system sends an Email Verification notice to the vendor’s recorded e-mail address. A hyperlink in the verification e-mail enables the vendor to access his initial data.
STEP 2: Gathering the vendor's organization information - business name, address, contact information, tax id number, etc.
IMPORTANT: Users may log into the King County OVR system with a valid username and password only after completing Steps 1 and 2 of the registration process. Uncompleted registrations older than five business days are deleted. If a user wishes to complete registration before the set cut-off date and needs a copy of the Email Verification notice, an e-mail may be sent to procurement.web@kingcounty.gov.

How do I register as an interested bidder (or "document holder") for a solicitation? |
|
Users must be registered as a vendor with King County's Online Vendor Registration (OVR) system to add their company to the solicitation Holders List page.
- Users may go to http://www.kingcounty.gov/procurement/solicitations and login with a valid username and password.
- On the "List of Solicitation" page, a user may enter keyword/s in the entry box and click "Search Solicitations".
- Users then click on the resulting hyperlink(s) from generated table list.
- On the "Solicitation Details" page, click "View Online Holder's List" on top of page, in the horizontal menu bar.
- On the "Holders List Page", select a role and click "Add to Holders List" button.

How do I update "My Account" information?  |

- Users may go to http://www.kingcounty.gov/procurement/solicitations and login with a valid username and password.
IMPORTANT: Users must log-in in order to activate a vendor account.
- On the "List of Solicitation" page, click "My Account" situated on the left menu bar or upper right-hand of the page.
Once a firm is fully registered, any individual users related to that organization may only change information pertaining to their own user account, such as first name, last name, username, e-mail address, title, phone and fax number/s, address and request for e-mail notification. To update information regarding a user's organization, a request must be submitted to King County Procurement via e-mail at procurement.web@kingcounty.gov, noting the requested changes and providing contact information for verification.

How do I request for e-mail notifications for new advertised solicitations? |
|
Users must register as a vendor with King County's Online Vendor Registration (OVR) system in order to receive e-mail notification of new, advertised solicitations. Announcements are sent out base on categories corresponding to the procurement product types: Construction, A&E and Professional Services, Technical Services, Goods and Services, and Other (solicitations that do not fit any other category).
- To register, go to FAQ #2.
- After completing your registration, go to http://www.kingcounty.gov/procurement/solicitations and login with a valid username and password.
- On the "List of Solicitation" page, click "My Account" on the left menu bar or upper right-hand of the page.
- On the "My Account" page, make a selection of e-mail notification desired by product category for new advertised solicitations.

How do I request for an e-mail notification for an addenda issued for an advertised solicitation?  |
|
Users must register as a vendor with King County's Online Vendor Registration (OVR) system in order to receive e-mail notification for addenda issued for an advertised solicitation.
- To register, go to FAQ #2.
- After completing the OVR registration process, a user may register as a document holder for one or more active solicitations on the Holder's List in order to receive e-mail notification of any addenda that are issued for that solicitation. To register in Holders List, go to FAQ #3.
IMPORTANT: Notification of addenda will be sent to registered Holders List. Failure to register will result in the proposer not receiving notification of issued addenda, which may result in rejection of a submitted proposal/bid.

Why is my password/temporary password not working? |
|
If your password is not working or if a user has forgotten a password,
If a user has requested for a temporary password, and the "temporary password" is not working despite of undertaking the steps listed above, it is likely that the user has not completed the Online Vendor Registration process. The OVR system sends an E-mail Verification notice to the vendor’s recorded e-mail address. A hyperlink in the verification e-mail enables the vendor to access his initial data and provide organization information to complete registration. Uncompleted registrations older than five business days are deleted.

How do I download documents for Construction solicitations (via Builder's Exchange)?  |
|
- Solicitation documents are available at http://www.kingcounty.gov/procurement/solicitations. Users may login with a valid username and password. A user may view the documents as a guest by clicking “Enter Site as Guest”.
- On the “List of Solicitations” page, enter keyword/s in the Search text box and click “Search Solicitations”.
- Click hyperlink in resulting table list, it will take the user to the "Solicitation Details" page.
- At the half-bottom of the “Solicitation Details” page is a list of documents pertaining to the solicitation: Advertisement, the Plan/Document Holders list, etc.
- The hyperlink "Invitation to Bid documents" will take users to the "Builders Exchange of Washington" website, where Construction online documents are stored. Users do not need to be a member of Builders Exchange of Washington to view the documents.
- Click "I Agree" to terms and conditions.
- The resulting page is a list of King County projects, sorted by bid opening date.
- Download the “FastBid” software to view the documents in Builder’s Exchange. Refer to "FastBid Help" for direction to download the software.
- To download the documents - plans and specifications, click the icon in the upper left hand corner that looks like a floppy disk. Users may download documents in either TIFF or Adobe PDF format.

How do I turn off the “Security Information” pop-up alert dialogue box when displaying both secure and non-secure web content? |
|
- In Internet Explorer toolbar, go to ”Tools/ Internet Options”.
- Click “Security” tab, then "Trusted sites” icon, then “Sites” button.
- Trusted sites dialogue box,
- To have the above trusted site accept mixed (both secure and non-secure) content:
- In "Internet Options" dialogue box, go to "Security" tab, click "Custom level" button.
- "Security Settings-Trusted Sites Zone" dialogue box, scroll down to “Miscellaneous” section, under “Display mixed content”, click “Enable” radio button.
- Click "OK" button.

What is the NIGP Code? How do I use it? |
|
The National Institute of Government Purchasing (NIGP) code is a codification system that identifies products and services by class and item. NIGP codes are a common method for Governments to identify the goods and services they procure, with standardized titles and descriptions.
With NIGP code incorporated into King County’s OVR system, registered vendors can identify NIGP codes that best describe their product and service to receive specific bid notifications. By utilizing the NIGP codes, the County may also research vendors by NIGP codes in order to determine future bid lists.
