1.0 SUBJECT TITLE: Design Management

2.0 PURPOSE:

2.1 To provide minimum standards for the County's management oversight of design services.

3.0 ORGANIZATIONS AFFECTED:

6.0 POLICIES:

6.1 IA project management manuals shall include guidelines for a design quality control program.

6.2 The IA will establish a schedule showing the start and end dates of design with identification of MILESTONE completion dates for conceptual design, schematic design, design development, and construction drawings prior to the commencement of design. Depending on the size and complexity of the project, there may be more or less MILESTONES based on the discretion of the PROJECT REPRESENTATIVE.

6.3 The IA shall conduct a review of design and cost ESTIMATES at the end of the following MILESTONES: conceptual design, schematic design, design development, and construction drawings. Depending on the size and complexity of the project, there may be more or fewer MILESTONES based on the discretion of the PROJECT REPRESENTATIVE.

6.4 The IA shall identify the individuals to be included on the design review team.

6.5 The design review team shall create and document all review criteria, including approval and sign-off of each criteria upon completion of the review.

6.6 The IA shall evaluate the need for utilizing value engineering and sustainability review techniques on an individual project basis. Techniques utilized shall be consistent with best industry practices to maintain the highest available quality commensurate with the program requirements and the project budget.

6.7 The IA shall evaluate the need for obtaining a constructability review of the design prior to completion of construction drawings.

Action
IA 7.1 IA's project management manual shall provide detailed guidelines for what should be reviewed, and criteria for determining review components based on the size and complexity of the project. Items that should be documented by the IA during the design reviews include a description of the items reviewed, conclusions reached, and items requiring follow-up with assignment of follow-up responsibilities to appropriate personnel.
Design Review Team 7.2 At a minimum, the design review team will perform steps to:

7.2.1 Ensure that cost ESTIMATES at each of the design MILESTONES, described at paragraph 6.2 of this Policy, to establish that the project can be constructed within the construction dollars budgeted. If at any time the cost ESTIMATE exceeds the construction dollars budgeted in the project budget, the project shall either be value engineered and re-designed, including reducing scope, until the design is consistent with the construction budget, or the budget should be adjusted. The PROJECT REPRESENTATIVE shall document supporting justification if the construction budget is increased.

7.2.2 Ensure that all programming requirements are properly included in the design.

7.2.3 Prepare a specific list of items requiring correction or follow-up by the CONSULTANT/designer.

7.2.4 Ensure that all prior exceptions noted by the review team have been addressed or corrected and incorporated in to the current design.

7.2.5 Ensure that the functional design is reviewed and approved by the end user.

7.2.6 Should consider the implications that the following items, among others, may have on the design and related PROJECT COST ESTIMATE: permitting, site conditions, geotechnical data, seismic safety, Americans with Disabilities Act compliance, environmental impacts, zoning, all applicable building codes, local and state ordinances, coordination with utilities districts, prior as-built drawings, life cycle cost analysis, specifications for County-furnished equipment, etc.

7.2.7 Adhere to any additional procedures described in the IA's project management manual applicable to the project.

Design Review Team 7.3 Design review teams should include representation from the PROJECT REPRESENTATIVE, the maintenance and operations function, the end user, and other individuals deemed necessary by the IA. Each member of the design review team shall be assigned specific review criteria to be performed and signed off.

8.0 RESPONSIBILITIES:

8.1 The PROJECT REPRESENTATIVE in charge of the subject project shall be responsible to oversee the successful completion of the design management activities described in this policy.
