Performance Audit Code Enforcement

The report evaluates whether current code enforcement management, policies, procedures, and practices promote consistency, transparency, and accountability. In addition, the audit analyzed Code Enforcement’s compliance with laws, regulations, and procedures; its prioritization, investigation, and tracking of cases; and its communications with property owners. Due Diligence Report - Cost Benefit Analysis: Accountable Business Transformation (ABT) Program

As a part of its 2008 work program, the King County Auditor's Office was asked to provide oversight of the ABT program. Most recently, ABT engaged a team of independent consultants to assist in the development of a new cost benefit analysis of the program. Brightwater Project Quarterly Oversight Report

Brightwater project quarterly oversight reports recognize steps the Wastewater Treatment Division is taking to successfully manage the Brightwater Project and deal with the changing construction environment. The reports also respond to the County Council's goal of strengthening the Brightwater Project's performance and accountability through independent, expert oversight. Oversight Monitoring Consultant Review of the Brightwater Cost Update, 2008 Trend Report

The Oversight Monitoring Consultant report provides an analysis of the WTD's current Brightwater total program cost estimate compared to WTD's 2004 baseline budget and 2007 trend estimate. WTD's updated 2008 Trend Report estimate is $1.802 billon. This estimate reflects a $35 million (2 percent) increase over the 2007 trend estimate with increases in the Brightwater Treatment Plant of $35.5 million and a $.5 million offsetting decrease in the Conveyance costs.

Accountable Business Transformation Program

The ABT Program will transform King County’s operations by consolidating and streamlining business processes and by implementing new financial, human resource/payroll, and budget systems for use by all agencies of county government. Implementation of the ABT Program is lead by program staff in the Department of Executive Services. The County Council directed the Capital Projects Oversight Program to conduct oversight on the ABT Program.
