ADMINISTRATIVE HISTORY
The Department of Budget and Program Development was created in 1972 with the function of planning county programs, managing the budget process, and administering relations with other government entities. The latter responsibility included heavy involvement in projects funded by Federal government grants. Upon the department's demise in 1982, the budget and program development functions were reorganized into separate agencies, the Office of Program Development, the Office of Finance, and the Office of the Budget. The Office of Finance and the Office of the Budget existed until 1986. In 1987, the newly formed Office of Financial Management took over the functions of those two, previously separate, agencies.

Record Subgroup 063.03 DEPARTMENT OF BUDGET AND PROGRAM DEVELOPMENT: OFFICE OF PUBLIC SERVICE EMPLOYMENT
ADMINISTRATIVE HISTORY
The Office of Public Service Employment (OPSE) administered federally funded job and training programs. Established to run the Public Employment Program (PEP) established under the Emergency Employment Act in 1971, the agency became a program agent under the Comprehensive Employment and Training Act (CETA) which became effective in 1974. As a program agent, King County made sub-grants to public and non-profit agencies, which provided jobs to the unemployed eligible for employment under the act. King County was also a CETA sub-agent, as many county offices applied for CETA funds to create jobs. At its height, the CETA program funded about 1,000 jobs.

Most applications and approved grants include an Occupational Summary itemizing positions to be funded.
