Members of Regional Human Services Levy Oversight Board

Kathleen A. Brasch, Co-Chair, Council District Three, nominated by Councilmember Kathy Lambert. Ms. Brasch is currently employed as an office manager, and will bring administrative skills to her position on the board. She also serves as chairperson of the Carnation-Duvall Citizen Corps, a not-for-profit organization that is a local resource for natural disaster preparedness and safety. This position, and past experience with the Red Cross, have prepared Ms. Brasch to rapidly assess crisis situations and assist individuals in meeting their basic needs.

Dorry Elias-Garcia, Council District Two, nominated by Councilmember Larry Gossett. Ms. Elias-Garcia serves as the Executive Director of the Minority Executive Directors Coalition of King County - a membership organization comprised of community leaders of color dedicated to achieving equality, equity, and social justice in partnership with communities of color through public policy advocacy, community education, leadership development, and cultural competency training. Ms. Elias-Garcia has more than 25 years of experience working in Human Services including administering programs; budget management; fund development, contract negotiations, coalition-building, and public policy advocacy. Dorry has also managed early childhood education, Head Start, and adolescent services programs for youth of color.

Kathleen Hadaller, Council District Five, nominated by Councilmember Julia Patterson. Ms Hadaller served on the Advisory Committee for the initial Human Services Program for the city of SeaTac, and went on to serve two terms during this formative period. As a registered nurse, she has worked in hospitals and has provided in-home day care. Ms. Hadaller also brings a personal connection with veterans' issues as her father and husband both served in the military.

Loran Lichty, Co-Chair, Council District Nine, nominated by Councilmember Reagan Dunn. Mr. Lichty has a Bachelor's Degree in business marketing and currently heads a company specializing in social network marketing. In addition to his work, he has committed the greater part of his adult life to community service. Mr. Lichty is currently Associate Pastor of the New Life Church in Renton, Washington where he works with many nonprofit organizations that assist homeless individuals. For the last three years, his family has traveled to Mexico in the summer to help build homes for the impoverished. He believes in providing individuals with the tools they need to become self-sufficient.

Don Moreland, County Executive at large nominee. Mr. Moreland is a veteran and a volunteer with several human services groups. He is currently vice-chair of the Washington State Council on Aging. Mr. Moreland has also served on the Seattle Human Rights Commission and has been involved in Lesbian, Gay, Bi-sexual, Transgender rights organizations for many years. He is a founding board member and president of the organization, Mature Friends.

Edith Loyer Nelson, Council District One, nominated by Councilmember Bob Ferguson. Ms. Nelson has extensive experience as a social worker, and has served previously on the King County Children and Family Commission, the King County Women's Advisory Board, and the Shoreline Community College Board of Trustees. She has reviewed numerous human services grants for the City of Shoreline, United Way of King County, and the U.S. Department of Health.  Ms. Nelson is a member of the Duwamish Tribe.

David Ramsay, Council District Six, nominated by Councilmember Jane Hague. Mr. Ramsay is recently retired after 36 years of local government service, 12 years as the City Manager of the City of Kirkland. He has been directly involved in human services issues; the most recent was serving on the Interagency Council of King County’s Committee to End Homelessness. His experience includes developing strategic plans, writing grant applications and reviewing grant proposals. He is also serving as an advisor to the Eastside Human Services Forum as they develop a sustainable funding strategy for human services.

Kate Slaminko, County Executive at large nominee. Ms. Slaminko worked as an employee of Goodwill Industries for many years. She brings knowledge of employment issues, particularly for those who live with disabilities. Kate has extensive experience working with disabled populations, recent immigrants, seniors and others. For four years she advocated on behalf of seniors as a board member on the Seattle-King County Advisory Council on Aging and Disability Services where she served as the chair of the communications committee.
