ABT Program update — Summer 2008

The Accountable Business Transformation Program’s (ABT Program) Detailed Implementation Plan (DIP) was transmitted to the County Council on Wednesday, July 30. After review by the ABT governance committees and the County Executive; the DIP was submitted with the Cost Benefit Analysis and a Budget System recommendation. The DIP is posted on the ABT Program Internet site.

The Cost Benefit Analysis incorporates the work completed through the DIP and a cost comparison study. The DIP identified the tasks, schedule, resources and costs necessary to fully implement the ABT Program scope. The Cost Comparison Study formed the basis for deriving program benefits. The Study determined the county’s cost to perform current business processes such as the hiring of an employee, producing a paycheck to the processing of a purchase order for a vendor. This information was compared to the cost information of a public sector peer group that has the equivalent size and complexity of King County and to world class organizations. The study estimates the benefits the county could derive by implementing business practices used by its peers and world class organizations; and supported by our target systems environment of Oracle eBusiness Suite Financials, PeopleSoft Human Capital Management and a countywide budget system.

The review and recommended selection of a countywide budget system was completed as part of the ABT Program’s planning phase and is included in the County Executive’s transmittal to the County Council.

These key documents mark completion of the ABT Program’s planning phase. During the Council’s review process, the ABT Program is moving forward with preliminary implementation and migration tasks.
