ABT Program sponsors
A critical success factor for any program is strong sponsorship at the top. The King County Executive as Executive Sponsor provides a clear message of the county's commitment to the success of the ABT Program.
The following are the ABT Program sponsors:

Dow Constantine, Executive Sponsor
The King County Executive, as the Executive Sponsor of the ABT Program, is ultimately accountable for the success of the ABT Program. The Executive Sponsor provides ABT program leadership, advocates commitment from other elected officials, directs executive department program compliance, and supervises the program sponsor.

Caroline Whalen, Program Sponsor
The County Administrative Officer is the ABT Program Sponsor who is accountable for managing the ABT Program and ensuring that planning and implementation is accomplished within approved scope, schedule and budget. The Program Sponsor supervises the ABT Deputy Program Sponsor and Program Manager.

Gwen Clemens, Deputy Program Sponsor
The ABT Deputy Program Sponsor addresses the need for day-to-day redundancy and provides succession planning for the functions of the Program Sponsor. The Deputy Program Sponsor attends all policy and oversight meetings.

Mike Herrin
Mike Herrin was promoted to ABT Program Manager in October 2010 after serving as the program’s Finance Project Manager for almost two years. He brings more than 30 years of experience in information systems project management and strong leadership skills. As the former ABT Program Quality Assurance consultant from the Pacific Consulting Group (PCG), Mike was very familiar with the ABT Program before joining it as the Finance Project Manager. Mike’s responsibilities as a consultant included reviewing the program’s deliverables, monitoring progress, identifying project issues, and offering recommendations to mitigate the impact of the risks and issues. With PCG, Mike was also a quality assurance consultant for numerous Enterprise Resource Planning (ERP) system projects in the region including: the Tacoma School District (financial, human resources and payroll system implementation projects); the City of Portland (financial, human resources and payroll system implementation projects); and the State of Washington (human resources and payroll system implementation project). Prior to consulting, Mike spent 30 years at the City of Seattle. For five years he was the Business Technology Director, overseeing a staff of 60 employees responsible for the city’s enterprise applications. Before that, Mike held positions as the Director and Project Manager of the PeopleSoft financials implementation project, and the Implementation Director and Project Manager for the city’s PeopleSoft and ADP-based human resources and payroll ERP system.
