ABT Program Update - Winter 2007

With the completion of the ABT Program’s High Level Business Design (HLBD) phase work sessions, the ABT Program Team is writing the HLBD report to be submitted to the various governance committees, the County Executive and the County Council. This is a significant milestone for the ABT Program.

We established a demonstration laboratory of Oracle financials and PeopleSoft human resources, payroll and benefits software modules and have used the lab to evaluate the county’s current business processes against best business practices used by public and private agencies across the nation. We hosted more than 45 work sessions with 16 different county agencies and their staff members to gather information and configure the software modules resulting in a countywide high level business design for our business operations.

Besides this task, we have made progress on several other areas. We are preparing a budget system request for proposal (RFP) to be issued and plan to make a system recommendation by the end of March 2008.

We released a system integrator RFP in mid December 2007 to solicit responses for the development of the Detailed Implementation Plan (DIP) which is the next phase after completion of the HLBD. The DIP will determine the order agencies will migrate to new business processes. Along with the DIP report, we are targeting a Cost Benefit Analysis to be presented to the County Executive and County Council by July 2008.
