Program Manager Memo — Winter 2010 by Mike Herrin, ABT Program Manager As the newly-appointed Accountable Business Transformation Program (ABT Program) Manager, I am committed to implementing the new ABT Program systems and the refined business processes in early 2012. I have been working on the ABT Program in several different roles since mid-2005 and most recently as the program’s Finance Project Manager. The ABT Program has a strong, experienced and committed team, and the support of management and the county agency managers. As a result of everyone’s hard work and dedication, we will have a new PeopleSoft Payroll system, PeopleSoft Time and Labor tools, Labor Distribution sub-system and Oracle financial system in January 2012. A month later, we will deploy a new countywide budget system that will be connected to new PeopleSoft and Oracle systems. Meanwhile, the program team and county agencies still have plenty of work ahead to prepare for deployment. To give you an idea, this is a short list of immediate tasks that we are currently working on: The Finance and Payroll/Time and Labor (PTL) project teams are configuring the systems, developing modifications and reports, and preparing to enter the various testing phases. The Budget Project’s system implementator, the Business & Technology Resource Group, Inc., also known as BTRG, Inc., is now onboard. The consulting firm will be working with our program Budget Team to develop an implementation strategy and establish project management tools to implement an Oracle/Hyperion Budget System. The Finance Project has started work on defining the month-end business rules and processes in the new systems in order to identify opportunities to streamline and improve the related business and system operations.
This implementation will provide the county with new tools and business processes to support the financial, human resources, payroll and budgeting activities. These new systems and processes will be based on industry best operating practices from public and private organizations nationwide, and will offer county staff members improved access to timely, accurate and useful information to deliver better services to the public.
