ABT Program Update - Fall 2007

Coinciding with this launch of the new ABT Program’s Internet Site, I am pleased to announce that the ABT Program’s first planning phase, the High Level Business Plan, has been reviewed and approved by the County Council. This document also was approved by five governance committees prior to its transmittal to the County Council. The County Council’s action to approve the plan authorizes us to continue with the next phase of the program, the High Level Business Design and the Detailed Implementation Plan.

As part of the High Level Business Design phase, we will establish demonstration environments consisting of Oracle financials and PeopleSoft human resources/payroll and benefits software modules. We will use the demonstration environments to evaluate the county’s current business processes and compare them to best business practices used by public and private agencies across the nation. The demonstration environment sessions will require meeting the more than 16 different county agencies and their staff members and will result in a countywide business design for our future business operations.

The High Level Business Design is targeted for completion late February and will be followed by the Detailed Implementation Plan Phase which will determine the order agencies will migrate to new business processes. A Cost Benefits Analysis with be conducted along with the Detailed Implementation Plan and presented to the County Executive and County Council by July 2008.
