USDOT - Federal Transit Administration. Project Description: Project. Full Size Fast Charge Battery Electric Bus Deployment Project. This project presents a unique and innovative opportunity for the United States Federal Government, through the Department of Transportation’s Federal Transit Administration (FTA), to make a direct capital investment in five distinct public transportation agencies located in three different states. As proposed, the project will significantly reduce greenhouse gas (GHG) emissions generated by the transit bus fleet operations, as well as significant reduction in energy consumption at each of these agencies, and are to be evaluated under both criteria. This will be accomplished by replacing 16 conventionally fueled diesel buses with the EcoRide™ 35' Composite-Body Electric Transit Bus manufactured by Proterra LLC, headquartered in Golden, Colorado. The expected minimum useful life of capital purchased under this grant is 12-years or 500,000-miles of bus operation. Agency/Division Requesting Funds: DOT Transit Amount Requested: $4,750,000. Grant will cover the cost of a master planning study on an energy efficient/low income housing Transit Oriented Development on county property at the Northgate Transit Center. FEMA - Transit Security Grant Program Project Description: Metro Transit Police (MTP) and Sound Transit Police (STP). Proposal to create a Joint Transit Anti-terrorism Team (JTAT) chartered to focus on: 1) Providing a visible deterrence and plainclothes presence in the bus and rail system focused on identifying potential terrorist threats, countermeasures, and programs, 2) Providing a counter-surveillance capability for both transit systems, 3) Conducting joint operations with federal agencies such as TSA VIPR operations, 4) Conducting joint operations with the Seattle Rapid Deployment Force and FBI Joint Terrorism Task Force, 5) Conducting joint investigations with area law enforcement and FBI Joint Terrorism Task Force, 6) Conducting terrorism awareness training for non-law enforcement transit agency staff, 7) Developing a written Joint Anti-Terrorism Program Plan for approval by KCM and ST, 7) Provide quarterly anti-terrorism program updates to KCM and ST management teams. Grant: US DOE Clean Cities Petroleum Reductions Technology Program Project Description: Grant will cover the incremental cost to purchase up to 96 alternative fuel vehicles of different types and sizes for use in the KCDOT Fleet Division and Transit Division. Vehicles would be a mix of Compressed Natural Gas, plug-in hybrid, hybrid and electric work cars. Funding would pay for electric vehicle charging station infrastructure as well. Agency/Division Requesting Funds: KCDOT / Transit and Fleet Divisions Collaborating Agencies/Partners: Puget Sound Clean Cities Coalition Amount Requested: ($5,232,652) $4,232,652 for vehicles and an additional $1,000,000 for electric vehicle charging infrastructure. Part of a regional $15,000,000 Clean Cities proposal. Direct Funding / Pass-through: Pass-through. Up to $5,232,652 would pass through the Puget Sound Clean Air Agency to the County as a sub-grant. Following change to the program by Congress and the FTA allowing operating assistance, amendment to contract proposed to shift $10,156,172 to operating assistance. Project will provide operating assistance to maintain transit service levels. Grant: ARRA/FHWA Transportation Funds Project Description: Construct a pedestrian walkway along the SW 98th Street corridor between 12th Avenue SW and 11th Avenue SW. The paved pathway will be 12 feet wide with ramps and stairway elements that meet Americans with Disability Act design standards. Lighting and other design considerations have been included to increase the safety and attractiveness of the facility. Agency/Division Requesting Funds: KCDOT / Roads Services Division Amount Requested: $1,498,000 Direct Funding / Pass-through: Pass-through WSDOT Highways and Local Programs Office. Project prioritized through the Puget Sound Regional Council Regional Planning and King Project Evaluation Committee processes. Status: Awarded Anticipated Outcomes: The walkway will facilitate walking, bicycling, stroller and wheelchair use between the newly constructed Greenbridge community and the White Center business district. The project satisfies an immediate need for pedestrian connectivity by crossing a stormwater pond and ascending a steep section of slope. Grant: US DOE Transportation Electrification Program Project Description: KC is part of a regional partnership with Puget Sound Energy and Cities of Bellevue, Sammamish, Issaquah and Renton as part of a national consortium developed by Ford. Total nationwide proposal is $200 million. King County and its partner cities will provide vehicle parking space in park and rides and other locations where electric vehicle charging infrastructure can be installed. Partner Requesting Funds: Ford Motor Company Additional Partners: Puget Sound Energy and Cities of Bellevue, Sammamish, Issaquah and Renton King County’s Role: King County would dedicate up to 200 parking stalls at County facilities and park and rides for electric vehicle charging stations. Up to $2 million to pay for installation of charging stations would be funded out of other DOE proposals or state paratransit funds. KCDOT Access Transportation program will receive 15 Ford Azure plug-in hybrid mini-buses, worth approximately $2,775,000, that will significantly reduce operating costs. Because the vehicles would replace current vehicles, no net increase in fleet size. The 15 Ford vehicles would require routine care and maintenance. Status: Denied. Ford was unable to reach agreement with USDOE, declined the award and cancelled the project.
Grant: USDOE Transportation Electrification Program Project Description: KC is part of a regional partnership with the City of Seattle and other participants as part of a national consortium developed by Ecotech. Total nationwide proposal is $175 million. King County would receive charging stations worth $1,850,000. Partner Requesting Funds: Nissan / EcoTech Additional Partners: City of Seattle and other participants King County’s Role: King County would dedicate parking stalls, purchase up to 74 fully electric 5 passenger Nissan vehicles, at a total price of approximately $2,220,000, for use in Metro Transit's Vanshare/Vanpool program and in County Fleet operations. Fund source for the vans would be annual vanpool appropriations from WSDOT and annual local County appropriations. In return, King County would receive approximately 2.5 charging stations per vehicle installed at sites specified by the County. Obligation to maintain vehicles, but they are replacements for current gas powered vehicles. King County will be obligated to maintain the charging station infrastructure once installed either through standard maintenance operations or through a contract with a third party. Additional costs to be determined for electrical service upgrades to selected charging station sites. Would be recouped over time through energy rebates. Status: Awarded – Nissan announced fully funded. Discussions are beginning on final allocation of vehicles and charging infrastructure amongst project partners.
