The Commission formed three subcommittees to discuss charter issues and formulate amendments: Governmental Structure, Regional Governance, and Rural/Local Issues. A few of the key issues considered by each committee were (not an exclusive list):
- Appointed/elected positions
- Partisan/non-partisan offices
- Initiative process
- Election methods
- Regional committees
- Departmental issues
- County budgeting
- Council procedures
- Rural/unincorporated representation
- Local services in unincorporated areas
- Rural policy development & planning
- Unincorporated Area Councils
The Commission also formed an Ad Hoc Committee, which met once to review the issues not already being considered by one of the subcommittees. Review the minutes of that meeting.
Committee work concluded in March of 2008, when the public comment period began.
