Strategic Planning and Policy Section

King County strives to create healthy, livable, economically prosperous, equitable and climate friendly communities for all residents. The Strategic Planning and Policy Section works across King County departments and agencies in support of initiatives, strategic planning projects, and operational master plans. Section staff project manage, facilitate and staff these cross-system efforts. Section staff members also represent the Executive on multijurisdictional committees, contract negotiations, local and regional planning efforts, and other special projects. Strategic Planning and Policy Section staff provide leadership, coordination and support in the following areas:

  • Adult and Juvenile Justice System - Section staff cordinate and support multi-agency planning and reform efforts such as the Juvenile Justice Operational Master Plan (JJOMP), King County Systems Integration Initiative (KCSII) and the Adult Justice Operational Master Plan (AJOMP). Along with criminal justice and community service partners, staff also contribute to ongoing efforts toward a shared goal of ensuring that the criminal justice system is fair, effective, efficient and integrated. This work includes collecting, analyzing and reporting on adult and juvenile justice system data.  
  • Annexations - Section staff provide data analysis, negotiations and transition support for annexations of unincorporated areas into existing cities and incorporations into new cities. Staff facilitate community education and involvement while working closely with the Boundary Review Board and King County departments and agencies in order to ensure smooth transitions.  
  • Equity and Social Justice Initiative - The goal of the Equity and Social Justice Initiative (ESJI) is for all King County residents to live in communities of opportunity. Section staff serve on the ESJI Interdepartmental Team and represent King County at Place Matters, a national program to promote equity. Section staff members also support equity opportunities across King County department actions and projects.  
  • Land Use Planning - Toward the goal of creating livable communities, section staff represent King County at the Puget Sound Regional Council, serve on inter-jurisdictional teams to update the Countywide Planning Policies, and serve on interdepartmental teams to oversee and implement the Countywide Comprehensive Plan. Section staff also work on special projects pertaining to land and transportation.  
  • Legislative and Policy Analysis and Development - Section staff provides policy and legislative analysis and development of a myriad of complex public policy issues.  
  • Operational Master Plans (OMP) - Working in partnership with King County Council staff, department staff, stakeholders and external consultants, section staff project manage operational master plans and serve as the operational planning consultant on facility master planning efforts. OMPs inform decision-makers in subsequent planning efforts and capital improvement projects.  
  • Strategic Planning - Section staff work with departments and initiative teams to develop their strategic plans. Staff also participate on the countywide Performance Management Work Group and in the development of the Countywide Strategic Plan.
