Chinook Building

The 13-story building is on Fifth Avenue, between Jefferson Street and Terrace Street. The main entrance is on Fifth Avenue, on the east side of the building. The Office of Civil Rights is in suite 215 at the north end of the building.

The Chinook Building can be accessed via tunnel from the east and from the north. The east tunnel access is under Fifth Avenue from the street lobby on the southeast corner of Fifth and Jefferson. The street lobby can be accessed from the Goat Hill Parking Garage concourse or from the sidewalk. An elevator can take you down to the tunnel where it crosses Fifth Avenue to the Chinook Building. This tunnel can be accessed during office hours by both employees and the public.

Driving Directions

From I-5, take the James Street exit and follow the ramp, which goes west on James Street.
Turn left on Fifth Avenue and go south one block to Jefferson Street.

Parking and Visitor Information for People with Disabilities

Standard Vehicle Parking

There are two entrances to the King County garage. One is at Sixth Avenue, just south of Jefferson, on the east side of the garage. A second entrance is via an alley on Jefferson Street, mid-block between Fifth Avenue and Sixth Avenue. After turning south into the alley, proceed to the end of the driveway to enter at the gate. Clearance for both entrances is 6'8" (80").

Standard vehicle accessible parking spaces are located on several floors next to the elevators. See below for information about van accessible parking.

Van Accessible Parking

For disability parking for a van with lift, use the Jefferson Street alley entrance. After turning south into the alley, there are three van accessible spaces on the left. (There is no gate. Standard vehicle entry is farther down at the end of the driveway.) Vertical clearance for these spaces is 8'2" (98").

Vehicle Exiting From Garage

If you have a windshield transmitter issued with a monthly parking pass, you may exit at either the 6th Avenue (P8) or Jefferson alley exits (P3) during daytime hours. All other drivers must exit the Jefferson alley garage exit on P3.

Visiting the Administration Building or the Courthouse

Exit the garage using the pedestrian concourse, head north on the sidewalk across Jefferson, then either cross Fifth Avenue there or proceed farther north and use the crosswalk at James Street.

The Fifth Avenue entrance to the Administration Building has an automatic door at the north end of the entrance. When you enter the building from Fifth Avenue, use the stairs or wheelchair lift to get to the 4th floor elevator lobby and several King County offices.

Administration Building Wheelchair Lift - Keys and instructions for use of the lift are located at the top and bottom of the stairs, as well as on the lift itself.

Tunnel to the King County Courthouse - To get to the courthouse, take the Administration Building elevator down from the 4th Floor to T level (tunnel). Go west under Fourth Avenue from the Administration Building to the Courthouse.

  • In the King County Administration Building, on the Tunnel level just south of the elevators.
