Brightwater Air Quality Advisory Board

The Brightwater Air Quality Advisory Board was formed to advise the county on any corrective actions necessary to achieve our commitment to no detectable odors at the property boundary of the Brightwater Treatment facilities or beyond.

The work and duties of the Board include:

  • Becoming familiar with the Brightwater odor control systems and operations
  • Having an understanding of the Brightwater Odor Monitoring and Response Plan
  • Reviewing background, baseline, and ongoing odor monitoring data
  • Reviewing odor complaints, investigations, and corrective action reports
  • Advising the County on any corrective actions necessary

The Board will meet quarterly to review the performance in meeting the stringent odor control standards for Brightwater. If necessary, the Board will provide recommendations for adjustments or improvements to the Brightwater odor monitoring and odor control system.

Board Members

Members of the Air Quality Advisory Board are appointed jointly by the King County and Snohomish County executives. The Board consists of representatives from:

  • Snohomish County Public Works
  • City of Woodinville
  • Local communities - two representatives
  • Wastewater, odor, science and engineering field - one representative
  • Metropolitan Water Pollution Abatement Advisory Committee (MWPAAC)
  • Puget Sound Clean Air Agency (PSCAA)
  • King County Wastewater Treatment Division
