Forest Practices (Non-conversion Class 4G) on King County Parks Notice of Action under the State Environmental Policy Act (SEPA)Based on comments it received, King County has published a determination of non-significance, revised SEPA checklist, Notice of Action, and Notice to Proceed for forest practices on certain King County open space lands. This multi-project proposal covers all forest practices on King County open space lands permitted as Class 4G non-conversion actions by King County Department of Development and Environmental Services. Although forest practices are generally exempt from SEPA, practices classified as “Class 4G” under the Forest Practices Act because they are occurring on parcels platted after 1960 require SEPA and review by the local permit agency. “Non-conversion” means the land will remain in long-term forest/open space use. King County DNRP has analyzed these similar, non-conversion forest practices in a single checklist and is addressing them together in this determination. The intention is to have this multi-project SEPA process cover applications for Class 4G non-conversion forest practices in 2011 and future years. Two examples of County open space properties that are platted after 1960, and thus subject to this SEPA checklist, are Maple Ridge Highlands and McGarvey Park Open Space.
