Proposed King County Code and recent Public Rule changes

New streamlining rule amendments: The U.S. Environmental Protection Agency's Pretreatment Streamlining Final Rule (external link) became effective in 2005, updating the National Pretreatment Program. The purpose of the new streamlining rule is to reduce the burden of and provide flexibility in technical and administrative requirements for industrial users and publicly owned treatment works while continuing to protect the environment.

Revised Public Rules: The Industrial Waste Program proposed revisions to two King County Public Rules that became effective on September 15, 2008. The two rules (Local Limits and Enforcement Response Plan) have been revised in order to comply with changes required by streamlining amendments (see above). Revised rules are:

New Hauled Waste Rule: The Industrial Waste Program had also proposed a new King County Public Rule allowing the discharge of hauled waste at a King County treatment plant. This rule became effective on September 15, 2008. The new rule describes procedures to allow the discharge of non-domestic septage, commercial wastes, industrial wastes, and grease removed from a grease trap, septic tank, or cesspool into a designated septage facility in King County.

Proposed changes to King County Code Title 28:
As a result of the rule amendments, KCIW is proposing changes to King County Code 28.84.060 that governs the discharge of industrial waste into the wastewater treatment system. KCIW is also proposing several changes to clarify or enhance King County's existing regulations and to acknowledge other changes in federal requirements.

Next steps: In 2009 KCIW will submit changes to King County Code - Title 28 for the Metropolitan King County Council adoption process which includes public comment.
