Standards, procedures, policies and Intergovernmental Agreement (IGA)

The Regional Wastewater Services Plan (RWSP) directed King County to work cooperatively with local agencies to develop model local conveyance systems' design standards, including inspection and enforcement standards, for use by component agencies to reduce I/I within their systems .

King County worked extensively with local agencies to develop the current Final Draft set of design and inspection standards (completed June 2004) that could be used to reduce and control I/I. The draft standards were based on engineering judgments of best practices. Some of the subjects covered in the standards are as follows:

  • Establishing proper construction practices and materials for I/I repair and rehabilitation projects
  • Encouraging appropriate inspection and testing prior to acceptance of new or rehabilitated sections of sewer
  • Developing inspection and repair standards for new and existing structures on private property
  • Encouraging appropriate system maintenance
  • Providing appropriate predesign, investigation of I/I conditions, inspection of construction, and enforcement of standards

Guide specification

This set of guide specifications was developed for the King County Infiltration and Inflow (I/I) Program to accompany the Standards, Procedures, Policies and Intergovernmental Agreement (IGA). The guide specifications were established for the eight County managed I/I pilot projects completed in 2004, and will be used as a starting point for any continuing rehabilitation work performed as part of the program.

Guidance for using the specifications and tailoring them for specific project needs can be found in the Introduction (PDF, 98 KB) of the Guide Specification. Guide specifications are provided for the following types of pipe and manhole rehabilitation work:

  • Cure-in-place pipe for sewer mains, laterals and side sewers.
  • Cure-in-place liners for service connections.
  • Folded/formed liners.
  • Pipe replacement by pipe bursting.
  • Conventional dig and replacement of small diameter sewers.
  • Manhole liners and coatings.
  • Chemical grouting of manholes.
