2008 Draft Stormwater Regulations UpdateIn 2007, the Washington State Department of Ecology re-issued to King County a federally mandated permit for the discharge of stormwater from the County's drainage system into waters of state. This permit is administered by the state under the National Pollutant Discharge Elimination System (NPDES) program pursuant to the federal Clean Water Act. The permit directs the County to implement a stormwater management program for controlling the quantity and quality of discharges from its drainage system, particularly those discharges from developed areas that can cause impacts to water quality and beneficial uses of natural water bodies. One of the key requirements of the permit is that the County must have stormwater regulations that are approved by Ecology to be equivalent to those in Ecology's 2005 Stormwater Management Manual for Western Washington. Ecology has completed a review of the County's existing stormwater regulations and has identified a number of revisions that need to be made as described in the following correspondence to King County: Documents below are in Acrobat format. To address Ecology's requested revisions, King County submitted the following documents to Ecology for review on 2/19/08: The following documents have been updated based on Ecology's review of the 2/19/08 submittals: The draft versions for the 2009 updates to the manuals can be downloaded here:
