The goal is to keep nonprofit numbers the same from year to year. There are two main situations when a change can happen: 1) A nonprofit number usually changes if a nonprofit changes their federated status. 2) If they are absent from the program, we try to reserve their number for them for when they come back but sometimes it is no longer available and so they would be assigned an available code.
