Executive Director, King County Board of Ethics Catherine A. Clemens Catherine A. Clemens has served King County and the Board of Ethics since 1997. Under her leadership, the Board has expanded seminars and education for county employees; brought financial disclosure programs for employees and consultants doing business with the county into compliance with the law; and made Board advisory opinions available to employees and the general public by developing a comprehensive Internet Web site.
Ms. Clemens provides staff support to the five-member board and is responsible for education and information on ethics related issues to over 13,000 employees. She conducts monthly education sessions for new employees, in-depth seminars for supervisors, and on-site meetings with employees to address department specific concerns. She manages all programs under the provisions of the Code of Ethics, including financial disclosure requirements for employees and board and commission members, and consultants doing business with King County. In addition, Ms. Clemens publishes advisory opinions, a Code of Ethics summary, annual reports, and maintains a comprehensive Web site. The Executive Director (board.ethics@kingcounty.gov) welcomes inquiries from county employees and the general public and provides written informational responses upon request. Ms. Clemens received her Master's of Public Administration from the University of Washington in 1996. She is a member of the Council on Governmental Ethics Laws and the Northwest Ethics Network.
