Who should facilitate a structured discussion in your group?
Many factors contribute to the answer to this question: level of trust between managers and employees, level of trust between employees, available budget, number of employees who need to contribute to the decision, communication tools available to coordinators (computers, bulletin boards, etc), experience or skill of coordinators in soliciting feedback, manager support of coordinators, etc.
