What types of positions can I be referred to? You can be referred to your former classification, a similar classification, a lower classification or any classification deemed appropriate by the Human Resources Division Director. What should I do if I think I see a job I should be referred to?
- Thoroughly review all of the qualifications listed on the job announcement to make sure you meet all of the qualifications.
- Contact the Referral and Placement Program staff immediately to discuss.
- Based on that discussion, one of the following decisions will be made: (1) to gather further information from the department, (2) to not make a referral, or (3) proceed to make the referral.
What should I expect once I am referred to a position?
- The hiring department representative will contact you to schedule an interview.
- You will be scheduled for required testing processes (if applicable).
- Your department will be contacted to provide a reference.
- You will either be contacted by the hiring department representative directly or by Career Support Services staff.
What if I am qualified for a comparable position and the department does not want to hire me?
- Referral and Placement Program staff will request all materials used in the selection process to conduct a selection audit.
- If the hiring decision is justified, the Referral and Placement Program staff will contact you directly to discuss the basis for the decision by the hiring authority.
- If it is determined that the hiring decision was not justified, the Referral and Placement Program staff will meet with the hiring authority to mutually make a decision.
- If a resolution cannot be reached, the issue will be referred to the Executive Office for a decision.
- You will be contacted by the Referral and Placement Program staff of the final decision.
Can I be referred to a promotional position through the Referral and Placement Program?
Yes, although this opportunity only offers you an interview. You are required to adhere to or do the following:
- You must apply through the regular open competitive recruitment process.
- You must compete with all other applicants who apply through the open competitive process.
- You must meet all of the qualifications and be able to document those qualifications identified on the job announcement.
- You are required to pass the selection process, including interviews, tests, references and any other identified selection requirements.
- The department has a right to choose the appropriate candidate without providing additional documentation to the Referral and Placement Program.
What determines if a position is promotional?
- Promotion is defined as a position in a different classification which has a higher maximum salary.
- If you are an hourly FLSA employee (overtime eligible), “promotional” is determined by comparison of your highest step/hourly wage with the highest step in vacant position.
- If you are an FLSA exempt employee (not overtime eligible), “promotional” is determined by comparison of your highest monthly salary with the highest monthly salary of the vacant position.
What salary can I expect when I am placed into another county position?
- Where applicable, collective bargaining agreements will determine rate of pay.
- If you are an FLSA exempt employee (not overtime eligible) and placed into a comparable position, you will be paid at the rate closest to your monthly salary. The rate will not exceed the highest step in that salary range.
- If you are an FLSA employee (overtime eligible) and placed into a comparable position, you will be paid at the closest hourly rate. The rate will not exceed the highest step in that salary range.
- If you are in an FLSA employee (overtime eligible) and placed into a lower classification, you will be paid at the closest hourly step. The rate will not exceed the highest step of the salary range.
- If you are an FLSA exempt employee (not overtime eligible), you will be paid at the rate closest to your monthly salary. The rate will not exceed the highest step of that salary range.
- If you are recalled into your previous classification, you will be placed at the same step and range that was in place at the time of your layoff.
Do I have to serve a new probationary period when I am placed into another position?
Yes, you must serve and pass probation for any position into which you are placed.
What criteria are used to approve or deny training?
- Approval or denial is based on the applicability of training for placement prospects
- The length of the training
- The availability of resources
- The cost of the training
- Approval or denial from your supervisor/manager
What happens to my merit pay if I am placed into another position?
If you were receiving or will receive merit pay at the time of your layoff, you will be eligible to receive the pay for the remainder of the period for which it was granted, unless otherwise provided by the employee’s collective bargaining agreement.
