Who is eligible to receive Referral and Placement Program services?
  • Employees who have successfully completed a probationary period in a regular career service or civil service budgeted position without a break in service
  • Employees who successfully complete at least six months of a standard one year probationary period in a regular career service or civil service budgeted position without a break in service
  • Employees who were laid off from a regular career service or civil service budgeted position
  • Employees who were laid off from a position that was filled through a competitive, recall, reassignment, demotion or lateral transfer process
 
What employees do not have access to the Referral and Placement Program services?
  • Appointed employees
  • Probationary employees who have completed less than six months of their probationary period
  • Provisional employees
  • Term-limited temporary employees
  • Short-term temporary employees
  • Student interns, work study students and fellows
 
What are my rights under the Referral and Placement Program?
  • Priority referral and placement into King County career service and term-limited positions under the Executive Branch, prior to posting of a regular recruitment.
  • Access to referral and placement services for up to two years from the date of your layoff (consult applicable collective bargaining agreements).
  • Restoration of unused sick leave accrued prior to layoff, when placed into another county position with the two year period.
  • Restoration of the vacation accrual rate that was in place at the time of your layoff, when placed into another position within the two year period.
  • Opportunity to restore any previously withdrawn contributions to the State Retirement System, when placed into another county position with the two year period.
 
What does the Referral and Placement Program expect of me?
  • Complete and submit all required paperwork in a timely manner.
  • Meet with Program staff as requested.
  • Provide prompt responses to requests for information and documentation.
  • Provide up-to-date work and home addresses, phone numbers, and emails.
  • Go to all scheduled referrals, informational meetings and job interviews.
  • Complete all assigned training.
  • Provide written notification if you are no longer interested in receiving Referral and Placement services (and include current contact information).
  • Accept a comparable position unless you have a documented and justified reason to decline.
 
How long can I receive Referral and Placement Program services?
  • If you are a represented employee, the length of service is determined by your contract.
  • If you are a non-represented employee, the length of service is two years from the date of your layoff, unless you are placed into a comparable position.
 
Under what circumstances can I be removed from the recall list?
  • If you refuse a referral, job interview or a job offer to a qualified comparable position
  • If your termination is due to your own actions (such as insubordination, tardiness, etc)
  • If the Referral and Placement Program service period expires
  • If you accept a comparable career service position
  • If your position is rescinded
  • If you bump into a comparable position
 
Will I remain eligible to receive services if I accept a lower paying position?

Yes, you will remain on the Referral and Placement list for the remainder of your eligibility period and will only be referred to positions in your previous salary range.

 
Am I eligible for Referral and Placement Program services if I accept a position with a reduction in hours?

Yes, you will eligible to be referred to other career service positions.

 
Am I eligible for Referral and Placement Program services if I elect to bump?
  • If you bump to a comparable position, you will not be eligible to receive program services.
  • If you bump to a lower classification or a part-time position, you will remain eligible to be referred to a position at the previous salary range of the position you held at the time of layoff.
 
What if I accept a position outside of King County before my layoff date?

You will be considered to have resigned. If you resign in good standing, you will remain eligible for reinstatement but not for referral or placement services.

 
What if I accept a position outside of King County after my effective layoff date?

You will remain eligible to receive Referral and Placement Program services.

 
What if my position is reinstated before the end of my eligibility period?

You will have absolute rights to return to your previous position.

 
Will I be eligible to receive Referral and Placement Program services if I decide to retire prior to my layoff date?

You will not be eligible to receive program services if you retire prior to your layoff date.

 
Will I be eligible to receive Referral and Placement Program services if I decide to retire after my layoff date?
  • If you are laid off and then retire under a retirement plan receiving a lifetime defined benefit offered by the Washington State Department of Retirement Systems or the Seattle City Employees Retirement System, you will not be eligible for recall services from the Referral and Placement Program.
  • Should you, as the retiree, choose to return to county work within two years of the date of layoff, you will be eligible for recall provided you have suspended receipt of retirement benefits.
 
What is recall and who is responsible for managing my recall rights?

Your department is responsible for managing your recall rights. If you have any questions about recall, please contact your department human resources coordinator.

 
Can I volunteer to be laid off?
  • Prior to making a decision about a voluntary layoff, you should know your rights and understand the unemployment compensation eligibility rules. Contact the Washington State Employment Security Department at 1.800.318.6022 or visit its website at http://www.esd.wa.gov/unibenefits/apply/eligiblity/am-i-eligible.php
  • Non-represented employees may volunteer to be laid off in cases where a determination has been made by management that a layoff will occur in the same classification as that employee in the same department or division.
  • Represented employees may volunteer to be laid off in cases where their respective collective bargaining provision provides for it or where their union representative and the HRD Labor Negotiator, in consultation with department management, reach an agreement to allow it.
  • Accepting or denying a request for voluntary layoff is within the discretion of management. The employee has no right to be laid off, unless otherwise provided for under a collective bargaining agreement.
  • Eligibility for unemployment compensation is subject to evaluation and determination by the Washington State Employment Security Department. Manager and supervisors must not and cannot make any assurances about eligibility for unemployment compensation.
 
What happens to my medical benefits if I am laid off?

Laid off employees can continue to pay for and receive medical, dental and vision benefits for up to 18 months under COBRA. Contact the Benefits Division at 206.684.1556 for more information.

 
Can I be laid off while on leave of absence or family and medical leave?

Yes, you can be laid off based on applicable criteria. Consult your department layoff coordinator if you need information.

 
Can I be laid off if I am on military leave?

Yes, you can be laid off based on applicable criteria. Consult your department layoff coordinator if you need information.

 
Am I eligible for the Worker Retraining Program offered through the Community and Technical Colleges?
  • You should contact the Worker Retraining Program at the community or technical college you wish to attend for eligibility information and services.
  • A Career Support Services team member is available to provide you with the Worker Retraining contact information.
