Reading your voters' pamphlet

Why are only some measures in the voters’ pamphlet?

For a special election, jurisdictions are required to submit a resolution requesting that King County Elections publish a voters' pamphlet. Jurisdictions are not required to participate in the voters' pamphlet. In this February 9, 2010 special election, 13 of the 21 jurisdictions participating chose to publish a voters' pamphlet.
