The mission of the King County Community Service Center (CSC) Program is to make it easier to do business with King County via sites located throughout the county. Our staff are knowledgeable, efficient, and known for providing exemplary customer service.

Note: All Community Service Centers are closed on King County holidays. Check the holiday closures schedule for details.

Black River Community Service Center

*Passport application processing ends at 4:15 p.m. Service is suspended for 15-minute break periods at 10:15 a.m. and 3 p.m.

-Employee break periods are protected by federal law. Thank you for your understanding.

-The Black River CSC is co-located with King County Elections. To accommodate elections activities, the center may close early on certain dates. Check for alerts above or call ahead.

The Vashon CSC will be closed on September 8, 15, and 22. We apologize for any inconvenience.

What to bring when applying for a Marriage License:

  • Both applicants
  • Driver’s license or other current photo ID
  • Payment

Fee:

  • $64
  • Cash or local personal check with ID

What to bring when requesting a copy:

  • Download and fill out the copy request form
  • Note that most documents recorded on or after August 1, 1991 are available online . Documents that were recorded prior to August 1, 1991 are on microfilm and are only available from the King County Archives.
  • Copies of maps can only be requested from the Seattle (Downtown) main branch.

  • Application or renewal card
  • Proof of spay/neuter, if applicable
  • Proof of senior citizen status, if applicable

  • $15 (Juvenile pet - under 6 months old)
  • $30 (Spayed or neutered adult pet)
  • $60 (Unaltered adult pet)
  • $15 (Senior citizen)
  • $5 (Replacement license tag)
  • Cash or local personal check with ID

What to Bring when making a Property tax payment:

  • Payment coupon or printed statement from King County Treasury Operations
  • Payment

  • No fee
  • Money order or local personal check with ID
  • NO cash or credit/debit card payments

What to Bring when applying for a U.S. passport:

  • Proof of U.S. citizenship
  • Proof of identity
  • Passport photo
  • Payment

  • $25 execution fee

  • Cash or personal check payable to King County Finance
