In August 2016, King County began a planning process to develop a King County Regional E-911 Strategic Plan to be completed by December 2017. The plan will include a ten-year technology/operations and financing plan, a three-year implementation plan, and a governance structure and process for decision making. The strategic plan will assure that the King County E-911 system is among the best in the country in terms of rapid and effective routing of requests for services; effective deployment of evolving technology; and efficient use of public resources.

A Leadership Group composed of elected officials and key stakeholders will meet over the course of the 18-month planning process to shape the plan and provide a recommendation to the County Executive and the County Council. A Planning Group and three Task Forces -- Governance, Technology and Operations, and Finance -- will support the Leadership Group.

Leadership Group meetings

King County Council Ordinance 18139 mandated that a strategic plan scoping plan outline a process for the development of this strategic plan. A Scoping Report was completed in May 2016 under the guidance of a Leadership Group composed of elected officials and key stakeholders. The Leadership Group was supported by a Planning Coordination Team. After the completion of the Scoping Report, the majority of Leadership Group and the Planning Coordination Team members have continued their involvement.

The ordinance also called for the creation of an Interim Advisory Group to advise and consult with the King County E-911 Program Office regarding technology, financial, and system operational issues until completion of the strategic plan and implementation of an ongoing decision making and/or governance system.
