Solid waste handling, as defined in Revised Code of Washington 70.95.030 external link , includes management, storage, collection, transportation, treatment, utilization, processing and final disposal of all solid wastes. The responsibility for the administration of solid waste handling systems in Washington is divided among the state, counties, inter-jurisdictional health departments, and cities.
