The ECR Program in King County works due to many different efforts. The Program is at once a technical project involving development of a technological solution
to the problem of ineffective and inefficient paper court records, as well as a multifaceted communication
project involving intensive marketing and education efforts from the Clerk's Office to an array of stakeholders, including judges, clerks, attorneys, and the public. Both aspects of the Program were strengthened when the Clerk's Office was able to overcome and learn from roadblocks
that arose during the ten years of Program development.
Creating an Electronic Court Record
Technically speaking, documents enter the electronic record via two methods: either by scanning paper documents or via e-filing.
The process for creating electronic court records from paper documents remains somewhat cumbersome and inefficient. Electronic documents enter the court record via the efficient e-filing system, as illustrated below.
