Public hearing Nov. 6 on proposed budget and work plan for King County Flood Control Zone District

The King County Flood Control Zone District Board of Supervisors is inviting the public to speak at a public hearing on the District’s proposed 2008 budget and work plan. The proposed plan would provide for maintenance and repairs to King County's aging system of 500 levees and hardened embankments that protect residents, businesses, public infrastructure and roads.

The public hearing will be held Tuesday, November 6,  2:00 p.m., King County Council chambers, 10th floor, King County Courthouse.

The purpose of the public hearing is to consider adoption of Proposed Resolution FCZD2007-03, adopting the District 2008 budget and work program, creating a new fund and authorizing a property tax levy as recommended in September by the local elected officials who serve on the District’s Advisory Committee

The Metropolitan King County Council created the King County Flood Control Zone District (FCZD) in April with the responsibility to fix the county’s failing flood protection facilities in order to reduce the likelihood of future flood disasters.

The FCZD replaces 12 separate districts created to address areas of localized flooding, with little or no coordination between them. The FCZD assumed the implementation the 2007 budget and work plan adopted by the one district which did have a budget, the subsequently-dissolved Green River Flood Control Zone District.

The public hearing will consider Proposed Resolution FCZD2007-01, which adopts the 2007 budget and work program of the Green River Flood Control Zone District, with the following amendments:

  • Increasing the budget for the Black River Pump Station repairs,
  • Adding funds for the repair of the Briscoe School Levee, and
  • Giving authority to the King County Roads Engineer to enter into contracts for independent legal services to assist the FCZD Board.

All 9 members of the King County Council sit as the King County Flood Control Zone District's Board of Supervisors. The Board of Supervisors is expected to vote on funding for the District no later than the end of November.
