Membership of the Citizens’ Elections Oversight Committee

The members of the Citizens' Elections Oversight Committee are:

Ellen Hansen, Chair—Citizen Representative
Ms. Hansen is a past director of the King County Records and Elections Division. In 2003, she was appointed as a special election consultant by the Council to review the operations of King County elections. She has experience in communications and media relations having worked for KING-TV and the Cancer Lifeline among other organizations.

Evelyn Arnold—Washington State Auditor’s Association
Arnold was elected Chelan County Auditor in 1990. She is a past President of the Washington State Association of County Auditors and has served on the Washington State Legislative Election Task Force.

Ross Marzolf—Registered Voter
Mr. Marzolf is currently the Director of Public Relations & Local Marketing for Garlic Jim's Famous Gourmet Pizza. He previously served as the Executive Director of the King County Republican Party, Assistant Director of Northwest Citizens for a Sound Economy and Political Director of the Washington State Republican Party. Mr. Marzolf has been active in the Republican Party at the District, County and State levels and holds a degree in History from Los Angeles Baptist College.

A.J. Culver—Municipal League of King County
Mr. Culver was a member of the Issaquah City Council from 1972-79 and mayor of Issaquah from 1982-89. He is a past president of the King County Suburban Cities Association and served on the former Metro Council. Mr. Culver currently serves on the Boundary Review Board of King County.

Paul Guppy—Washington Policy Center
Guppy is the Vice President for Research for the Policy Center, a nonpartisan, free-market, state-wide think tank located in Seattle. Guppy joined the Center in 1998 after serving in Congress as Chief of Staff and Legislative Director for Oklahoma Congressman Ernest Istook.

Frank Radford—Finn Hill Park and Recreation District
Mr. Radford holds a B.A. in Economics from the University of Washington. He has extensive experience in the insurance field. Currently he is a principal in the McDonald Insurance Group. Mr. Radford has served as a commissioner and chair of the Finn Hill Park and Recreation District since 2002. He represents Junior Taxing Districts.

Sheryl Moss—Washington Secretary of State’s Office
Ms. Moss is the manager for the Certification and Training Program in the State Elections Division. She travels the state conducting training and certification, observing elections and conducting audits of elections operations.

Emily Willoughby—King County Democratic Party
Ms. Willoughby retired after a 24-year career working for the federal government. She held a variety of positions with the Office of Economic Opportunity, the Department of Housing and Urban Development, and the General Services Administration. Ms. Willoughby has also been active in the Democratic Party at the District and County levels, holding various offices, as well as observing elections and recruiting election workers. She holds a degree in economics from Northwestern University.

James Rigby—Washington State Republican Party
Mr. Rigby is an attorney who has run his own law firm since 1980. His firm specializes in debtor-creditor and bankruptcy law. Mr. Rigby has been a party observer of elections and has been active in active in the Republican Party at the county and state levels. He holds a degree in political science from the University of Washington and graduated from the University of Puget Sound School of Law.

Michael A. Snyder—Washington State Democratic Party
Mr. Snyder is a writer, researcher and analyst who has served progressive candidates and causes across the US, including Washington Governors Gary Locke and Christine Gregoire, United States Senator Maria Cantwell, and numerous legislative and local candidates, as well as statewide and local ballot measure campaigns. He has been observing elections and recounts in King County since 1990.

Marilyn Knight—League of Women Voters
Ms. Knight is a former president and board member of the League of Women Voters of Washington. She is currently a member of the Board of Directors of the League of Women Voters of Washington Education Fund. Until her retirement in 2001, she was Public Affairs and Media Director for Planned Parenthood of Western Washington for 20 years.

Monica Tracey—King County Republican Party
Ms. Tracey is currently a real estate agent and serves on the Washington State Republican Party Executive Board. She has been a precinct committee officer for eighteen years and served the majority of the King County Republican Party position term for the former elections oversight committee.

Note: The representatives from the Secretary of State’s Office and the State Auditors Association are ex-officio, non-voting members of the Committee.
