Comprehensive plans adopted by local governments provide the blueprint to effectively combine certainty for development decisions, reasonable environmental protection, long-range planning for cost-effective infrastructure, and orderly growth and development. The King County Comprehensive Plan (KCCP) is updated annually for minor changes and technical corrections, with major updates occurring every four years. The first major review occurred in 2000, the second in 2004. This year, in 2008, the King County Council is embarking on its third major review of the Comprehensive Plan, addressing broader policy issues and amending the Comprehensive Plan accordingly.

The County Council received the King County Executive's proposals to modify the Comprehensive Plan on March 3, 2008. The Council is holding five evening public hearings in the rural and unincorporated areas of the county, beginning on March 20, to initiate its in-depth review and analysis of the existing Comprehensive Plan and the Executive's proposed changes. Public participation is critical to this process. A series of five community public hearings has now concluded, but you can submit written testimony online. Testimony will be also taken at regularly scheduled meetings of the Council's Growth Management and Natural Resources Committee throughout the spring and summer of 2008. 

The Growth Management Committee is scheduled to complete its recommendation by August 5. Hearings before the full King County Council are scheduled for late September, with final adoption of the 2008 Comprehensive Plan Update expected by October 6, 2008.  See the full timeline of the Council's review.

The County Executive first published his proposed amendments to the County's Comprehensive Plan at the end of September 2007, then held five public meetings last fall presenting his draft changes to the Comprehensive Plan.

Making Suggestions for Future Comprehensive Plan Updates

In accordance with state law, the County maintains a “docket” of written comments and suggestions for KCCP amendments. Any interested party may submit items for the docket. Docket forms are available on the King County website. The docket is open continuously; however, be advised that the deadline for submitting docketed comments is September 30th for consideration in the amendment cycle for the following year.
