The Council's Committee of the Whole (COW) is the only committee on which all nine councilmembers serve. It considers and sends to the full Council for final action, legislation and policy issues of interest to the entire Council.
 
This committee is responsible for the Office of Law Enforcement Oversight, Solid Waste, appointments to the Executive branch and elected office vacancies, and the County's state and federal legislative agenda. COW is also frequently assigned complex interdisciplinary issues that are beyond the scope of other policy committees and may host town hall meetings.

Meeting Times: First and third Wednesday at 9:30 a.m. and special meetings as needed.
