Committee of the Whole
The Council's Committee of the Whole (COW) considers legislation and policy issues of interest to the entire Council and is the only committee on which all nine councilmembers serve.
This committee is responsible for considering and making recommendations to the Council on agendas for meetings of the full Council, the annual work program, appointments to the Executive branch and the state Legislature, the County’s state and federal legislative agenda, and County labor policy. COW is also frequently assigned complex interdisciplinary issues that are beyond the scope of the other policy committees and hosts regular Town Hall meetings on issues of significance.
