METROPOLITAN KING COUNTY COUNCIL NOTICE OF HEARING Proposed Substitute Ordinance 2011-0227
NOTICE IS HEREBY GIVEN that the Metropolitan King County Council will hold a public hearing in the Council Chambers on the 10th Floor of the King County Courthouse (516 Third Avenue, Seattle Washington) on Monday, the 7th day of November 2011 beginning at 1:30 p.m. The purpose of the public hearing is to consider adoption of Proposed Substitute Ordinance 2011-0227 establishing a demonstration project to establish a master use review process to evaluate a potential expansion of Pacific Raceways. The complete text of Proposed Substitute Ordinance 2011-0227 is available in the Council Clerk’s office, Room 1200, King County Courthouse, 516 Third Avenue, Seattle Washington. A copy of the ordinance will be mailed to you upon your request to the Clerk at (206) 296-1020. . SUMMARY Proposed Substitute Ordinance 2011-0227 would authorize a demonstration project for the purpose of testing a master planning process to be used for the review of a potential expansion at Pacific Raceways and includes provisions that: - Limit the demonstration project to the Pacific Raceways site,
- Allow consideration of uses that would support the primary activities of the raceway,
- Outline the requirements for application submittal,
- Specify the minimum requirements for an agreement that controls future development and operations of the site,
- Require screening of buildings and racing surfaces from adjacent properties,
- Require compliance with specific criteria in order to impact critical areas,
- Require compliance with surface water management standards,
- Require site improvements and designs for reducing noise impacts,
- Establish a specific timeline for project review,
- Allow as part of their deliberations, the council to use the King County Hearings Examiner as a fact-finder,
- Establish an effective period and provisions for extension of the effective period,
- Require on-going monitoring and reporting,
- Require a report evaluating the master planning process,
- Require the preparation of an environmental impact statement by an independent consultant, and
- Outline the process for consultant selection and consultant responsibilities
