NOTICE OF HEARING
Proposed Ordinance 2011-0140 NOTICE IS HEREBY GIVEN that the Metropolitan King County Council will hold a public hearing in the Council Chambers on the 10th Floor of the King County Courthouse (516 Third Avenue, Seattle Washington) on Monday the 6 day of June 2011 beginning at 1:30 p.m. The purpose of the public hearing is to consider adoption of Proposed Ordinance 2011-0140 adopting code revisions relating to the use and regulation of digital technology on billboards. King County encourages public comment on Proposed Ordinance 2011-0140. You may wish to present oral testimony at the June 6th public hearing. Testimony is limited to three minutes per speaker and you may provide written copies for the Councilmembers’ review. Please provide 20 copies of any written material you wish to submit. The chamber is equipped with an audio/visual system capable of displaying 35mm slides, VHS tapes, overheads, and computer displays. Audio/visual presentations are included in the 3-minute timeframe. Testimony sign-up will take place in the lobby outside the Council Chambers before the beginning of the meeting on June 6th. SUMMARY Proposed Ordinance 2011-0140 would adopt code provisions that would: · Add or amend code section to recognize and allow the use of digital on billboards, and
· Add operating standards and regulations for digital billboards that require: · only static advertising messages, · message changes to be completed in less than two seconds, · each message to last at least eight seconds, · a light sensing device to adjust brightness, and · brightness levels to not exceed three-tenths of a foot candle above ambient light levels.
