METROPOLITAN KING COUNTY COUNCIL NOTICE OF HEARING Proposed Ordinance 2009-0579 NOTICE IS HEREBY GIVEN that the Metropolitan King County Council will hold a public hearing in the Council Chambers on the 10th Floor of the King County Courthouse (516 Third Avenue, Seattle Washington) on Monday, the 9th day of November, 2009 at 11:00 AM. The purpose of this public hearing is to consider adoption of Proposed Ordinance 2009-0579, adopting the capital facilities plans of the Auburn, Enumclaw, Federal Way, Fife, Issaquah, Kent, Lake Washington, Northshore, Riverview, Snoqualmie Valley and Tahoma School Districts for purposes of implementing the school impact fee program. SUMMARY The Washington State Growth Management Act (GMA) authorizes local jurisdictions to collect impact fees as a method of financing public facilities (i.e., roads, parks and open space, schools) that become necessary as a result of new growth and development. King County administers the School Impact Fee Program by collecting fees from residential developers on behalf of each school district that chooses to participate (the program is voluntary). The fees are developed by the individual school districts in accordance with provisions in state law and the King County Code, and are set forth in the districts’ capital facilities plans. The plans (and fees) are reviewed and adopted by the King County Council. Proposed Ordinance 2009-0579 amends Title 20 to update the school capital facilities plans and implement the collection of impact fees by the county on behalf of the following school districts:
